시사란 이 시대에 일어난 여러가지 사회적 사건을 뜻한다. 물론 대한민국의 사건을 조명하는 것도 중요하지만, 선례를 확인하고 싶었다. 우리는 우리가 직면한 사건들을 어떻게 다뤄야할까. 가장 우리와 비슷한 상황과 대처를 검토해보고 싶다는 생각이 들었다. 우리와 비슷한 나라로 선정한 곳은 바로 영국이다. 브렉시트를 기점으로 경제, 사회적 측면에서 이슈가 터지고 있다. 자료를 찾다가 uk parliament라는 youtube 채널을 통해 영국 의회의 총리 질의 시간(PMQ-Prime Minister Question time)에서 나온 내용을 발췌 요약해봤다. 결론부터 말하면, 사람 사는 곳이 다 똑같다. 누가 조금 더 유쾌하게 사는 지에 대한 문제인 것 같다.

발췌요약이기에 최대한 원본을 같이 제시하면서 해석을 덧붙이려고 한다. 첫번째로, /////는 총리의 언급부분이다. additional statement는 총리의 의견에 덧붙이는 내용이다. 총리의 텍스트는 보통 Right honourable gentleman으로 시작한다.나머지는 총리에게 질문하거나, 공격하는 부분이다. 두번째는 텍스트 자체가 완벽하지 않다. 동영상에 나온 텍스트를 가져오다 보니 음성인식의 문제가 약간 발생했다. 모든 문장을 검토했는데, 형식상의 문제(mr. speaker가 나오지 않거나) 나 같은 단어의 반복 혹은 문장이 짤렸다고 느끼는 부분은 맥락에 크게 영향이 없다고 판단해서 삭제했다. 다시한번 말하지만, 한글만 보셔도 충분히 이번 글을 이해할 수 있게 정리했다.

갑자기 생각났다. 국회 의장이(중재자) 만담을 할 경우 웃기도 한다. 우리와는 다른 모습이다. 국회의장이 어디 신성한 국회에서 웃을 수 있겠냐고 반문할 수도 있지만, 웃을 땐 웃어야하지 않겠는가.

첫번째로 나왔던 이슈는 인도와 파키스탄 문제이다. 군사적으로 충돌한 부분이 있는데, 그 부분에 대한 언급이 들어갔다.

총리는 결국에는 규모의 경제를 논한다. 내 생각에 이 이야기가 나오면 현재 법체계에서는 이길 수 있는 가치가 없다. 아마존도 이를 통해서 반독점법을 피해갔는데 이는 나중에 따로 다뤄보려고 한다. 규모의 경제는 파이의 크기가 100일때의 1퍼센트와 1000일때의 1퍼센트는 절대적인 크기 차이가 있다는 것을 의미한다. 그래서 발전과 성장을 도모하기 위해서는 파이의 크기에 집중해야 한다.
